Clement c. 1894 with eccentric rear hub

Not all details on this circa 1895 Clément are original. Look at the cranks: what is the hole doing there? The front wheel is too small, although the hub looks original. The saddle is far too modern. The brown paint should be removed - there might be some original paint left underneath? 
What makes the bike interesting though, is the eccentric rear axle. It can be turned to adjust the chain tension. A very nice system and a Clement patent, as shown in the 1895 catalogue. We also see the enforced front fork there – it was new in 1895. Serial number is 30595.
